A Senator in the Philippines is proposing to criminalize the act of driving under the influence of drugs or alcohol. But in his Senate Bill 83 or the Alcohol and Drug Testing Act, Senate president Manny Villar is proposing a very low penalty of a $22 fine for a first offense. A law must be in place to provide stricter penalties for accidents caused by drunk drivers, Villar said.

The 9-1-1-department in Largo, Fla. , was confused when a 38-year-old man called them to seek help from a group of police officers who came to arrest him. Police arrested Dana Farrell Shelton after a local bar lodged a complaint about him causing a disturbance there. Shelton, who appeared to be under the influence of alcohol, immediately called 911 to report he was surrounded by police officers with their guns drawn and needed help.

A man who got national attention when he was arrested in a park wearing a woman's wig and a bikini has reportedly pleaded guilty to a charge of operating a vehicle while intoxicated and disorderly conduct. Steven S. Cole's acceptance of this plea deal Thursday dropped a charge of public indecency against him. However, the former volunteer firefighter has now been sentenced to attend a mandatory driver intervention program and been placed on two years' probation.

A 45-year-old woman from Pierce County, Washington has reportedly tied a record for the amount of alcohol in her blood by measuring a blood-alcohol content of 0. 50 two hours after she was arrested for on charges of driving drunk. Rebecca G. Lingbloom's blood-alcohol level was more than six times the legal limit of . 08 and ties the mark for the highest level ever found in a person's blood by technicians at the Washington State Patrol's toxicology laboratory in Seattle.

A 19-year-old man crashed through the entrance of the Westfield Sunrise Mall in Massapequa, New York, Thursday evening and kept on driving past frightened, scurrying shoppers. The teenager, who drove a 1995 Toyota through the main entrance of the mall near JCPenny's, first headed to the center of the mall. After that he made two left turns and exited near a McDonald's.
