An allegedly deranged man was arrested by authorities after he removed the eye of a three-year-old girl he reportedly mistook for a frog in Taguig, near the Philippine capital of Manila.

Police said the suspect, Rolly Semira, suddenly grabbed the victim who was buying some refreshments from a store and gouged her left eye.

Semira was about to take out the other eye of the girl when a group of bystanders saw the incident and mobbed him.

The girl was rushed to a hospital where doctor proclaimed her out of danger but her left eye could not be restored.

Semira is now in detention facing charges of child abuse and physical injuries. The girl's family is appealing for assistance for her medication.
