Two confessed killers are on the loose in Brazil so they can have the freedom to vote in a recent election. A man who confessed to raping and stoning to death five women as well as a man who confessed to hiring the hit man who killed his mother were released five days before the country's elections. Police have begun hunting them down but had to wait 48 hours after the polls closed as Brazilian law states.

A city in Germany in the northern state of Bremen is planning to put polling booths in pubs in an effort to encourage the public to participate in a local election. Some officials were even suggesting putting polling booths in gas stations and shopping centers to enable more people to cast their votes.

The Philippine Department of Environment and Natural Resources has filed charges against Motortrade Co. , before the regional trial court Branch 51 in Sorsogon City, Philippines for violation of Presidential Decree 953, which prohibits the nailing of anything, including advertisements, on trees which could cause injury to them. The law states that "any person who cuts, destroys, damages or injures naturally growing or planted trees of any kind, flowering or ornamental plants and shrubs, or plants of scenic, aesthetic and ecological values. . . shall be punished with imprisonment. "

A presidential candidate in the Democratic Republic of Congo denies he committed war crimes, and says allegations of cannibalism are being used to slur his name. Jean-Pierre Bemba is a leading candidate among 32 contenders who will be on the ballot in Sunday's historic elections. He had been named vice-president of the D. R. Congo under a peace deal that ended a war that lasted from 1998-2003.
