A 68-year-old man from Poole, Dorset in England, was fined $142 for flicking his cigarette ashes out of his car window while driving.
The stunned but fuming Alay Joyce said he will pay the fine but is planning to contest the decision.
He was issued a spot fine and was ordered to pay the amount within 14 days or face court action. He was told by authorities they have reason to believe he was "dripping his cigarette" while driving his car.
Joyce said, "To me that is not worth being branded a litter bug. I am really annoyed. I can't remember doing it so I can't deny it. But it is annoying when you see other things like the chewing gum on the streets and the litter left in my garden."
A report by the Mirror quotes Poole councilor Don Collier as saying, "Poole operates a vigilant fixed penalty notice scheme to discover people who are littering our town. The people of Poole won't tolerate littering."
