The mayor of the Philippine capital of Manila Alfredo Lim on Sunday outlined a tough new policy on rogue police officers. Lim warned he would issue a shoot-to-kill order against rogue policemen who were involved in illegal acts such as robbery with homicide, or who put up violent or armed resistance during arrest. Lim made the announcement as he revealed he had planned to issue a shoot-to-kill order against a policeman who was suspected of being involved in a recent robbery involving homicide case. The mayor said only the immediate arrest of the policeman prevented him from issuing that directive.

A strange "ghostly" image captured by a surveillance camera at the First Judicial District courthouse downtown Santa Fe has left many people dumbstruck and confused over the source of the image. The sheriff's deputies, lawyers, clerks and judges are speculating the image to be that of a ghost while many others are of an opinion that it could be a reflection from a passing car or possibly a piece of fluff from a cottonwood tree.

A previously unrecorded portrait miniature of Britain's Queen Elizabeth I is expected to fetch nearly $157,776 at auction. The portrait by artist Nicholas Hilliard will go under the hammer at London auction house Christie's on June 5. Hilliard is thought to have painted the image between 1595 and 1600, during the final years of Elizabeth's reign.

Residents in the Chicago suburb of Rosemont are flocking to the Willow Creek Health Club to see an aging tree some believe bears an image of their late Mayor Donald E. Stephens. The speculations are built on an image created naturally on the bark of a tree that the former mayor had protected two times from being cut down. The image has fueled several speculations in the village Stephens ran since its inception 51 years ago.

A Roman Catholic priest, who vows to restore morality and dignity to "the lost flock" of his province, is set to become the provincial governor of Pampanga in Central Philippines. Fr. Eddie Panlilio is making a strong showing in the initial count by two poll watchdogs as of Wednesday. An independent candidate, Panlilio garnered 19,314 votes, according to tallies by the National Movement for Free Elections and the Parish Pastoral Council for Responsible Voting. The tallies came from 289 of 1,203 polling precincts in Arayat, Bacolor, Lubao and Sto. Tomas towns and this capital city.
