Dr. NakaMats (real name Yoshiro Nakamatsu) says he will once again run for Governor of Tokyo.

The 59-year-old Doctor, who claims to hold the world record with over 3,000 patents, will make his fourth attempt to win the coveted position in Japan's capital. Dr. NakaMats says if he wins, his first goal will be to build a missile defense system to protect the city.

Nakamatsu will run under his nickname as an Independent, and claims the missile shield he will construct over Tokyo will "make missiles turn around."

According to the Japan Times, when asked to elaborate on the shield, he replied, "I cannot give you a simple answer."

The race is getting crowded, as Dr. NakaMats will face incumbent Governor Shintaro Ishihara, who is running for his third term in office, and the former Governor of Miyagi, Shiro Asano.

Others in the race include a feng shui expert, Kumiko Uchikawa; the former Mayor of Adachi, Manzo Yoshida; architect Kisho Kurokawa; and comedian Kinzo Sakura.
