A 27-year-old mother of two from Manteca, California is facing child felony charges after she allegedly tied her 10-year-old son's hair to a stairway railing as a punishment.

Balbir Kaur was arrested Tuesday night for cruelty to a child after neighbors at the Union Road informed police about the screaming boy. Upon arriving at the scene, police found that the boy had been screaming and could not come to the door.

According to AP reports, the officers had to cut the boy's 20-inch hair to release him from the railing. Kaur, who was booked at the San Joaquin County Jail on one count of felony child endangerment, was released on $50,000 bail early Wednesday.

While the boy and his one-year-old sibling were taken into custody by Child Protective Services, Kaur is now scheduled to appear in San Joaquin Superior Court on Aug. 13.
