The mayor of the Philippine capital of Manila Alfredo Lim on Sunday outlined a tough new policy on rogue police officers. Lim warned he would issue a shoot-to-kill order against rogue policemen who were involved in illegal acts such as robbery with homicide, or who put up violent or armed resistance during arrest.
Lim made the announcement as he revealed he had planned to issue a shoot-to-kill order against a policeman who was suspected of being involved in a recent robbery involving homicide case. The mayor said only the immediate arrest of the policeman prevented him from issuing that directive.
Lim, a former police general and senator, earned the title of "Dirty Harry" for his iron-fisted tactics in dealing with criminals and criminal activities.
He said that "scalawags" in uniform have no place in the police force. In addition, they should not be allowed to wear the uniform or carry a badge. He described the officers who victimize hapless civilians as a disgrace to the image of the Manila Police District.
