Rhode Island has become the first state to require cat owners to spay or neuter their pets, or obtain a breeder's license.
Faced with climbing costs to euthanize stray animals, Gov. Don Carcieri signed legislation forcing cats older than six months to receive the procedures, or pay $100 for a license.
Carcieri says, "By signing this legislation today, we are taking the necessary steps to reduce the number of impounded cats that are euthanized in cities and towns throughout the state."
"The law would also save money by cutting down on housing and feeding costs at city shelters."
According to the law, violators face fines of $75 per month, while low-income pet owners would be eligible for subsidies for low-cost surgery, and farmers are exempt.
