Italian architect David Fisher said Tuesday he plans to build a third rotating tower in New York. The first two under construction would soon rise in Dubai and Moscow.

Fisher disclosed he was inspired to build one while atop a friend's apartment in Manhattan as he imagined a structure which would permit New Yorkers and their visitors a view of the East River and the Hudson River.

The Dubai tower, when finished, would have 80 floors of apartments, offices and a hotel, with each floor moving around independently at varying speeds, providing a constantly changing shape for the tower, slated to be completed in 2010.

The direction of the rotation of the topmost floors would be controlled by a system which responds to voice commands in three languages. The parts will be made in Italy and shipped for assembly on the site.

To power the tower, giant wind turbines would be installed between floors. Car lifts would permit penthouse unit owners to park their cars at their apartments.

Aside from its magnificence and high-tech features, the tower comes with a bank account-busting price tag of $3,000 a square foot, while the largest units would sell for $38 million.
