Delegate Lionel Spruill (D-Chesapeake) admits his new proposal is a bit comical, but he insists the bill comes from complaints made by those in his district. Spruill said a man came to him once and said that his six-year-old daughter saw a pair of testicles on the back of a truck and asked him about it. "They're offensive to some folks," Spruill said. "It's OK to express yourself, but citizens have the right not to be subjected to something vulgar. "
