A lawmaker from Virginia who became famous two years ago for proposing a ban on baggy pants has shocked constituents again with a bill that would outlaw rubber testicles from being placed on the back of trucks. Delegate Lionel Spruill (D-Chesapeake) admits his new proposal is a bit comical, but he insists the bill comes from complaints made by those in his district.

Spruill said a man came to him once and said that his six-year-old daughter saw a pair of testicles on the back of a truck and asked him about it. "They're offensive to some folks," Spruill said. "It's OK to express yourself, but citizens have the right not to be subjected to something vulgar."

The bill would fine truck drivers $250 for hanging the fake testicles on the back of their vehicles.
