According to police, while playing with another child a screen gave way causing the toddler to fall through. One neighbor's story that the other child pushed the boy has not been confirmed.

Local media reports fire rescue came to the aid of one man left dangling by his safety harness, and another man was straddling the building's ledge after the scaffolding they were standing on broke.
